They want to develop their own - as they should! Europe should learn from this. Stop purchasing critical components and resources from your enemies. Develop the critical stuff on your own.

Doesn't that indicate that international cooperation is breaking down? I read this interesting paper about a chimp war, one of the first acts of aggression was chimps patrolling territorial borders.

The United States never understood international cooperation, only coercion. Reduced dependency means the world is in the process moving on from being subjected to whims of one country and its subjects.
