I think this is missing some key points I would have liked (in addition to all that's already there). For example, I think the EU should push interoperability also for infrastructure/cloud providers, with the aim of bringing that down to a common infrastructure that is easily and cheaply available to people and enterprises, weakening the few large rent seekers in the field, favouring competition and innovation.
