good question! It's certainly unusual for an owl chick of that age to be running on the ground, it looks far too young to have fledged, but the feathers do look about right for a young owlet.
I can imagine a world where an owlet dropped out of it's nest and was wobbling around.
I can't see anything that definitely shows it as being generated.
