when the Obama admin tried to have congressional hearings, republicans blocked them, AND EVEN THOUGH HE HAD A CONGRESSIONAL MAJORITY, the Democratic Party leadership acquiesced because it would look bad for the party to pursue the matter without bipartisan support.
