Intelligence indicates that these are not being sold by western companies to Russia, but instead Russian shell companies operating in other countries are ordering them or even buying up scrap electronics to cannibalize them. We have seen cases of aircraft engines being stolen off aircraft in North America and ending up on Iranian drones sold to Russia. There are many ways around this.
