There is some truth here. To me, even if Signal as a communication channel is 100% secure, communication using Signal is still problematic. It runs on a device that can be compromised/lost/stolen. The device security itself could be compromised. An unintended user could be added to the chat.
Security is a weakest link proposal. There are many potential weak links in this chain. Classified data tends to have multiple checks in how it is handled.
