The picture that emerges is a damning one. For months, the leadership of the AIVD and the MIVD remained convinced that the invasion would not happen, placing their faith in a ‘proven source’ inside the Russian security establishment. At one point, they even allowed themselves to believe their intelligence could help to prevent a war. According to one senior AIVD officer involved, ‘This was the highest-stakes game I’ve ever played.’
