Do fellow US scientists have advice on what I'm supposed to do here. Am I just not going to have a job after spending years getting a PhD, do I move to another country, what options are we actually considering here.

How do I just not spend the next year(s) in despair.

The US is in a bad phase for sure. There's lots of other countries where good (or better) research is done though! So yeah I don't know what your current status is but if you want to do fundamental research I'd say your best bet is "not the US" (at least at the moment)
