I think they just wanted you to restrict access to it for Russian users, which would've avoided the entire instance getting blocked (because they can't block individual pages with HTTPS). You probably want to notify Russian users of this instance so they can migrate, because working around these blocks in Russia becomes increasingly difficult, where even VPN protocols like Outline are detected and blocked... (btw suggesting VPNs to work around bans is also illegal in Russia....)
