This just seems nasty. It brings to mind that the Nazis confiscated the property of Jews and others fleeing their regime.

This is a callous and saddening proposition. Jewellery isn't necessarily just portable value (though it can be that). Often it's a token of love. Imagine you've managed to escape with hardly anything, but you still have a ring or necklace that your Grandma gave you before she died, and then it's taken by officials in your new country and you never get it back. Loss upon loss.
