Either encryption is secure, or it's not. Want another Optus-sized data breach? Undermine the system that protects you accessing a webpage, the system that allows online shopping to even happen.

The people in charge *know* there is no grey. They're willing to risk every citizen losing their bank accounts (again, encrypted), just to go after a few people.
