🔌 West Virginia regulators are considering letting FirstEnergy charge every residential customer a surcharge to finance a .48 billion gas plant, and the plant's main justification is data center demand that hasn't materialized.
The Maidsville Energy Center: 1,200 MW gas plant at Fort Martin in Monongalia County, plus 70 MW of solar. Mon Power and Potomac Edison are asking the PSC to approve a surcharge starting at .18/month for residential customers, escalating over a 5-year construction period.
The catch: no data center has signed a contract. Mon Power President Chris Beam confirmed talks with three developers but nothing is signed. The companies promise ratepayers would be reimbursed once contracts are in place. That's a promise, not a guarantee.
Meanwhile, WV's HB 2014 stripped local governments of zoning, noise, and land-use authority over data centers. Communities can't say no, but they're being asked to pay.
