Bad intent aside, I think a lot of people intuitively think 10% is a small error rate, because the things we do often enough for 1 error in 10 to compound become routine & we overlook them.
The irony is that we can do that precisely because those things have FAR lower error rates. If your coffee maker exploded several times a week you'd fucking notice.
Just another way digital tech gets a pass we'd never afford anything else.
