Biden is retiring, after working well past the age when he could collect Social Security. Many Americans do this, whether because of the need to keep earning money or the desire to continue being productive.
(Currently, 2/3 of U.S. senators and nearly half of House lawmakers are eligible for full retirement benefits.)
A mandatory retirement age for federal workers could avoid the awkward and biased conversations around mental capacity.

A ridiculous macro solution for a specific management failure. The job of managers is to identify competence issues at all ages The failure of managers to hold individual workers accountable for job specific failures and then help them to succeed or find a job they are qualified for or terminate them is what leads to cowardly solutions like these. You end up firing competent older workers and holding onto to younger less competent younger workers. Management sets the standards for job requirements and has the responsibility to ensure those standards are met by all workers regardless of status.
MGT is well under retirement age. As is Gaetz, Boebert, and Senator Couch (R-Raymour & Flanagan).

Because savings from increases in efficiency are NEVER passed onto the worker. If I cut my hours by 30% then I lose 30% income (if I'm lucky & my employer even allows reduced hours) + probably my medical benefits.... even though I'm more efficient & producing the same output as 5 years ago.

As for politicians... power is addictive.

In Vatikan state Joe Biden (as anybody of the age 80+) would not be admitted to the election of the head of state, since from 1975 cardinals are not eligible for the office of the pope from their 80th Birthday onwards - cf apostolic constitution Romano pontifici eligendo
