It hands Trump (personally, not as president) broad powers & charges countries $1billion for permanent membership.
To date, only Hungary's Viktor Orbán & UAE's Sheikh Mohamed bin Zayed Al Nahyan have agreed to join the board.

"The Chairman shall have exclusive authority to create, modify, or dissolve subsidiary entities as necessary or appropriate..."
"Replacement of the Chairman may occur only following voluntary resignation."
In other words:
-Trump has total power over organisation
-Trump would be chairman even if no longer US president
-Trump cannot be removed from the chairmanship by anyone
This sounds more like SPECTRE than the United Nations.
