I would laugh if it wasn't so depressingly true. Back in the days when we were seeking grants for research in biofuel the key was to find what word was hot for the politicians right now. For two years we tucked "ethanol" on to all applications, then the politicians got the wind that it wasn't as simple as they thought, and then we removed the "ethanol" from everywhere in the applications, otherwise they would never even reach second stage of the process. And so on and on every year.
