Perkins Coie was not "being punished;" the executive branch simply decided to exercise its freedoms of association and choice by not engaging their services. That's entirely legal. And it wasn't "for refusing to do the government's bidding," but because they contributed to outright fraud in attacking the government. That's perfectly valid too.
