Which raises the question of what percentage of Andreesen-Horowitz people do any useful work. I'm guessing it is not larger than the Google percentage.

He's basically echoing what we learned from Elon Musk's Twitter where 75% of the employees could be removed without anyone noticing it. Facebook and other tech companies followed suit with huge layoffs shortly after, nobody noticed. That Google is in a similar situation seem probable, google haven't had their cleanup yet.
