All the machine does is provide a figleaf to help give people who want to make excuses for genocide something to glom onto and point at when they claim the deaths weren't an intentional choice just down to flawed tech.
Who made and sold the tech to kill people knowing it was flawed?
Who knowingly deployed the tech to kill people knowing it was flawed?
Doesn't matter, it was the tech's fault, no further action needed. No blood on anyone's hands, just that bad AI again. Nothing to be done.
