And it's aspirational -- people are learning the language of the places they want to long-term visit or live. So those Nordic people want to go somewhere *warm*.
The #Netherlands certainly teaches English well -- 90% of the #Dutch are fluent. I suspect that if you could see language #2 it would also be Spanish.
The same could be said about #Canada, but #French being the native language of some Provinces tips the scalesin favor of French.
Regarding #Mandarin it might also be that even for native speakers it is a live-long endeavor. Who many languages do you know for which you need learn about 2.500 signs so that you can read an average newspaper?

...even in China's manufacturing backyard, the no. 1 language is English,
... Only (all) #Scandinavian countries seem to teach English well enough, so that Duolingo isn't #1.
