I'm not quite sure what you're aiming for here but even if you could sell the idea to the #mastodon devs, how would you sell the idea to other types of instance.
As you can see, a whole lot of #fediverse users are based in #Japan and use #misskey #software.
They might well think, who made #mastodon the kings of Japan :)
I'm not offering an #opinion here except on the #feasibility of your idea.

Mastodon has delivered excellence with no #algorithms and good #moderation (I've met a few bad mods- it's #decentralized, to be expected. Also some of the best mods I've ever met are here)
But, it has to get a grip on the #replyguy problem
Everyone knows this, #BlackMastodon and #QueerMastodon have been vocal on the issue for a long time
