Democratic control is more important than secrecy, in the context of government action.

The Spanish supreme court ruled that being able to understand how decisions are made by the State justified access to a software's source code. This very important ruling highlights something we tend to forget: democratic control - the possibility for citizens to check what is done by the State and to appeal - must be possible regardless of the means used, in particular digital ones.
