Is it reasonable compensation for all the evil they’ve done? I’d argue yes.
It’s essentially their entire market capitalization as a penalty.

but very unlikely
the down side of our legal system is that anyone with US $25K or so can hire a lawyer to block any project; famously, something as simple as adding a bus stop in a city can get mired in years of litigation
