Now, rural libraries are facing bills they can't pay, for services like summer reading programs, interlibrary loan systems, and even day care and tele-health. Publishers Weekly talked to library staff from West Virginia, Iowa and Texas — conservative, Republican-voting agricultural towns, about the likely consequences. "People don’t understand what all of this means,” said Dianne Connery, development director of Pottsboro Library, Texas. “They think it’s going to affect somebody else, somewhere else. In the end, it is against their best interest, and I don’t think that is what they intended.”
